3DOTD Announces Puzzle Competition: Send those responses in quick!

The task is easy. Below is a birds eye view of a section of city. The black area represents building, the white area-- streets. In this puzzle you belong to a group known as the Jenga Heights Movement. NO, this group is not a terrorist organization; however, I have heard that the catholic church has now been added to the list of terrorists. Jenga heights is a fictional group of people. Now, back to the task.
You are mobilizing a march through the streets and you need officials to observe every street in this section of the street, just to make sure things don't get out of hand. Your job in this puzzle is not only to determine how many officials it will take to keep an eye on every street, but also to place them on the street.

A random drawing will occur, followed by some chanting, standard goat sacrifice, and a prize mailed. Prize not yet determined, although both a Canadian quarter and an empty beer bottle have been mentioned. I guess it will come down to which is more accessible.
